A board that allows or disallows research. Comprised of scientists and community members. Requires researchers to bundle a package of research goals which will be approved or disapproved.

  1. Is the study scientifically sound? Will produce meaningful results?
  2. Is research ethically sound? Will be conducted that meets ethical requirements. Considers:
    1. Risk Benefit Assessment
    2. Ethical Recruitment and Consent
    3. Vulnerable populations (children, homeless, prison, etc)
    4. Privacy and data handling
    5. Compensation
    6. Dissemination and transparency
